It serves as a basis for discussions on working conditions at local level and must be supported by effective consultation agreements at company level to ensure the full participation of all staff in important decisions concerning their establishment. Discussions are led by the principal as the overall leader and ultimate responsible for the school`s activities. It is also expected that the Code of Conduct will help teachers manage their workload more effectively. Effective planning procedures should help manage the workload. A working time agreement (WTA) is a collective agreement concluded at school level between the trade union(s) and the director. Each educational institution will use effective mechanisms to support the process of agreeing on a collective time. These mechanisms are defined at the municipal level and reflect local conditions. The negotiation mechanism at the local and national levels will monitor the effectiveness of school mechanisms to ensure agreement on teachers` working hours and the prioritisation of teachers` working hours. It should be possible for teachers to work individually and collectively within the 35-hour week. Teachers` working hours and tasks are negotiated at national level and are part of the agreed terms and conditions of employment for teachers.

This Code of Conduct has been developed to describe in more detail the rights and obligations associated with the implementation of national terms of use in practice. The WTA for 2020-21 is very different from previous years and is an attempt to allow schools to plan for the extraordinary circumstances surrounding the ongoing response to the coronavirus crisis. When it was sent to principals, the CEC emphasized that teachers have a responsibility to work with their colleagues and others to pursue the overall goals of the service. Each educational institution creates an annual program of activities that require the participation of teachers. In each school, teachers agree on the range of collective activities that contribute to the subsequent life of the school on a collegial basis. The use of the remaining time (i.e. time beyond the combined classroom contact and the preparation/correction allowance) is subject to the agreement at school level and is intended to include a range of activities, such as: each educational institution develops a school plan in accordance with the standards of the Scottish Schools Act 2000, etc. The plan will reflect the institution`s priorities, local and national conditions.

The plans take into account the person and other resources required. All teachers have the right to be fully involved in the development of the plan and to be consulted on their contribution to the plan as well as on responsibility for the implementation of the school`s development priorities. Where a plan needs to be reviewed to take into account individual or collective circumstances, staff shall participate in each review, as appropriate. Teachers` working hours and tasks are negotiated at national level and are part of the agreed terms of service for teachers (SNCT Part 2 Annex 2.7) For most teachers, preparation and correction will be the most time-consuming activities outside of classroom contact time. This must be reflected in how a teacher`s working time is used. In terms of remaining time, teachers will be available for meetings and other group activities during the 35-hour week. .
